John Miller, Executive Vice President of Policy and General Counsel, currently leads 91¿ì»îÁÖ’s policy team, which includes policy professionals located across four continents. John drives 91¿ì»îÁÖ’s global strategy and advocacy on all policy issues covered by 91¿ì»îÁÖ’s core substantive policy teams including Trust, Data & Technology and Tax & Trade and regional policy teams covering the U.S., Europe, Asia-Pacific, and Americas. John directs the policy team’s coverage of several priority issues for 91¿ì»îÁÖ’s members including artificial intelligence, cybersecurity, privacy and data protection, trade, economic security, tax, supply chain security and resiliency, telecommunications, and other technology and digital policy issues. As general counsel, John serves as 91¿ì»îÁÖ’s chief legal officer, leading the association’s amicus filings and advising on legal and regulatory matters.
A globally recognized expert on technology policy, John has testified before the U.S. Congress on an array of tech policy issues including cybersecurity, privacy, data, supply chain, and trade topics, currently participates in the OECD Network of Experts on AI and OECD Expert Community on Data Free Flows with Trust, and was previously appointed as a subject matter expert on multiple NSTAC panels, most recently on Addressing the Abuse of Domestic Infrastructure by Foreign Malicious Actors. John has also participated as a keynote speaker or panelist at major events in the U.S., EU, Japan, India, Brazil and China. A proven IT industry leader, John currently serves as Chair of the IT Sector Coordinating Council, the principal IT sector partner on behalf of over 100 organizations to the Department of Homeland Security (DHS) on cybersecurity, supply chain and critical infrastructure protection policy. John received the inaugural National Risk Management Center (NRMC) Partner Award for his work as Co-Chair of the Cybersecurity and Infrastructure Security Agency-sponsored ICT Supply Chain Risk Management Task Force, the preeminent public-private partnership in the U.S. working on supply chain issues. John also co-founded and launched the Council to Secure the Digital Economy, an initiative comprised of global ICT providers dedicated to enhancing the cyber resiliency of the global digital ecosystem.
