Olivia Negus is a Director of Policy on 91¿ì»îÁÖ’s Trust, Data, and Technology policy team. In this role, she leads 91¿ì»îÁÖ's telecommunications policy portfolio and supports the organization's global AI policy initiatives, focusing on advancing pro-innovation, risk-based technology policy domestically and internationally.

Before joining 91¿ì»îÁÖ, Olivia served as an International Digital Policy Advisor in the U.S. Department of State's Bureau of Cyberspace and Digital Policy. She led the bureau’s Europe digital policy portfolio, developing strategic policy positions for European telecommunications issues including 5G/6G, spectrum, ICT standards, undersea cables, and satellite communications, and broader digital policy issues including digital trade, data privacy, cloud services, and AI. In her role, Olivia also served as the lead interagency coordinator for U.S. government engagement on European digital regulations, including the EU AI Act and Digital Networks Act, where her policy campaigns successfully shaped regulatory outcomes and preserved European market access for U.S. technology companies.

Earlier in her State Department tenure, Olivia coordinated strategic technology and economic policy initiatives for the Office of the Under Secretary for Economic Growth. In this role, she led planning for the U.S.-Taiwan Economic Prosperity Partnership Dialogue and supported development of the U.S.-EU AI Administrative Arrangement.

Prior to the State Department, Olivia covered Asia-Pacific trade policy for the U.S. Department of Labor's International Affairs Bureau. She has also held research positions at the U.S. Department of Commerce’s International Trade Administration, the Center for Strategic and International Studies’ Economics Program, and the U.S. Trade Representative’s Office of Southeast Asia and Pacific Affairs.

Olivia holds a Master of Arts degree in International Economics and China Studies from Johns Hopkins University’s School of Advanced International Studies and a Bachelor of Arts degree in Economics and Chinese Language from the University of Virginia. She was selected as a Presidential Management Fellow in 2021.
