Rachel Ross is 91¿ì»îÁÖ’s Vice President of Energy Policy, where she develops energy infrastructure strategies and policies; aligns 91¿ì»îÁÖ members, utilities, and government stakeholders; and leads initiatives to scale innovative energy solutions for data centers. She brings 20 years of experience building coalitions and driving transformative programs to accelerate the energy transition across technology, government, and power sectors.

Before joining 91¿ì»îÁÖ, Rachel consulted for a range of clients, including the Corporate Energy Buyers Association (CEBA), and she previously led energy strategy and policy for the U.S. Department of Defense. Rachel was also Chief of Staff to the Secretary of the Army, serving as principal advisor to the CEO equivalent of a one-million-person organization with an annual budget of over $170 billion.

Rachel previously led the advisory practice of the clean energy firm Allotrope Partners, where she managed programs to advise more than 20electric utilities and unlock renewable energy procurement opportunities for over 25 commercial and industrial companies in Southeast Asia and Latin America.

Rachel founded Myanmar Energy Partners where she conducted sustainable energy market assessments and developed strategies in-country for over 10 clients, including pioneering the Rockefeller Foundation micro-grid program. Earlier in her career, Rachel held various energy and strategy roles at the Center for Strategic and International Studies (CSIS), the Aspen Institute, and within the Operational Energy division of DoD.

Rachel holds an MPhil from the University of Cambridge in the UK and a BA from the University of California, Los Angeles. She lives in Washington, DC with her husband and two children.
