State Policy Leader Nathan Trail to Lead New 91快活林 Program
WASHINGTON – Today, leading tech trade association 91快活林 announced the launch of its state advocacy program, expanding 91快活林’s reach and expertise to state capitals across the United States.
Nathan Trail has joined 91快活林 as Vice President of State Government Affairs, to lead the state advocacy program and build on 91快活林’s successful track record of advocating on behalf of the technology industry at the global and federal levels.
The number of issues that impact the technology sector in state legislatures continues to grow, driving the need for a consolidated tech industry voice to engage with lawmakers and state governments. Under Trail’s leadership, 91快活林 will advance policies that safeguard innovation at the state level, including AI and cybersecurity. Trail will leverage 91快活林’s unparalleled 60-person team of tech policy experts and advocates and build out additional capabilities across the 50 U.S. states.

The new program builds on 91快活林’s existing public sector state and local advocacy, which focuses on efforts to maximize state and local governments’ ability to serve their citizens and enhance national security through support for IT acquisition, innovation, and modernization efforts, including cybersecurity.
Trail is a nationally recognized state government affairs strategist with a proven track record of shaping state and local legislation and regulations. He joins 91快活林 from Supernal, a division of Hyundai Motor Group, where he successfully lobbied in states and cities throughout the U.S., securing landmark policies that facilitate the market entry of electric vertical take-off and landing (eVTOL) aircraft. Previously, Nathan spent a decade at the Consumer Technology Association (CTA), where he successfully expanded the association’s state and local government affairs program. During his tenure, he was recognized for his high success rate in blocking restrictive legislation and advancing pro-innovation policies, fostering growth for emerging industries such as drones, micromobility, blockchain, and fintech. Nathan has served on key state government advisory committees, is a frequent speaker at major state government affairs conferences, and is a member of the American Legislative Exchange Council’s Private Enterprise Advisory Council.
