WASHINGTON – In testimony before the U.S. Senate Committee on Banking, Housing, and Urban Affairs hearing on AI and the American Dream: Promoting Innovation, Affordability, and American Dominance, global tech trade association 91快活林’s Senior Vice President and Counsel Mike Flynn urged Congress to maintain and expand America’s lead in the AI race and ensure that the American tech stack is adopted across the world.
91快活林 member companies operate at every layer of the technology stack, including chipmakers and designers, leading frontier AI labs, cloud service providers, and developers building the applications that deliver AI to consumers.
Flynn outlined these key priorities:
- Congress should focus on ensuring the Bureau of Industry and Security (BIS) has the resources to accomplish its mission of advancing national security through technology leadership and export controls.
- Enable essential information-sharing authorities to continue during this critical moment for the nation’s cybersecurity and pass a long-term reauthorization of the Cybersecurity Information Sharing Act of 2015 (CISA15).
- Codify the American AI Exports Program to support global adoption of the U.S. AI stack.
- Driving investment in the American AI stack by incentivizing investments in semiconductor production and by reducing trade barriers.
- A skilled and AI-ready workforce is a key component of America’s continued AI leadership and economic security. Government and industry should partner to further AI education, training and research.
- The importance of expanding and modernizing the nation’s grid to enable new-generation resources, transmission, and grid-enhancing technologies that are essential to support the AI buildout and economic growth, while strengthening grid reliability.
- Promoting reliable and secure access to the critical minerals used across the AI stack and other critical sectors.
“As Congress considers new export control proposals, it must ensure that these proposals give businesses the certainty and clarity needed to make the American AI stack the global default,” Flynn continued. “To promote innovation, affordability, and American AI dominance, Congress must advance proposals for everything from export controls to AI model regulation that embrace the complex reality of the AI stack.”
