WASHINGTON – In testimony before the U.S. House of Representatives Commerce Subcommittee on Communications and Technology today, global tech trade association 91¿ì»îÁÖ’s Vice President of Policy Courtney Lang reiterated the importance of taking a risk-based approach to AI policymaking, facilitating public trust in AI through transparency measures, and ensuring privacy and security. Lang also highlighted the transformative role AI plays in advancing U.S. telecommunications and cybersecurity and urged Members of Congress to focus on encouraging future innovation and investment in the United States, protecting consumers and businesses, and mitigating foreseeable risks as they consider AI legislation.

“It is important that a U.S. AI policy framework balance the need to support innovation and the need to manage risk and foster accountability,” Lang testified. “Policymakers must take a risk-based approach that appropriately considers existing legal frameworks and allocates responsibilities between actors in the AI value chain based on role and function. Concrete risks should be identified so that obligations can be appropriately targeted to high-risk use cases and innovation and adoption can progress unimpeded in low-risk settings. Existing legal frameworks, such as the Civil Rights Act or the Health Insurance Portability and Accountability Act, may already account for risk in certain instances, so to avoid duplicating or overly broad regulation, it is important to evaluate these and understand how they might apply.”
